Stowe 2050-Town Plan Update Process

Every eight years, Vermont towns must update their municipal plans - Stowe’s current Town Plan expires in November 2026.  This update to the Town Plan first began on Town Meeting Day in 2023, when voters approved funding for a robust and inclusive community engagement process.  With support from the Department of Planning & Zoning, the Planning Commission formally began the plan update process in early 2024, launching community outreach efforts and holding regular meetings over the following two years.

Known as Stowe 2050, this Plan reflects a truly collaborative, community-driven effort. Volunteer leaders from boards, commissions, and committees; municipal staff; regional and local partners; and many engaged community members all played a role in shaping this vision for the future.

Throughout the process, one thing became clear: the values that define Stowe remain strong and deeply shared. Time and again, people expressed their appreciation for our forested hillsides and open spaces, historic character, scenic views, and perhaps most importantly - a strong sense of place and community.  You can feel these values in everyday moments: a friendly wave from a neighbor, a conversation at the post office, or a walk along the Recreation Path.

Community members also shared an inspiring and forward-looking vision for Stowe, including:

  • Strengthening Stowe as a vibrant year-round community
  • Supporting local businesses and a stable workforce
  • Expanding the range of affordable housing options
  • Maintaining a strong commitment to our local schools
  • Advancing sustainable tourism initiatives
  • Promoting energy efficiency and renewable energy
  • Expanding transportation options
  • Enhancing public amenities
  • Investing in arts and culture

Together, we crafted a shared vision and set of values that form the foundation of this Plan, grounded in what we cherish today and what we hope to protect and build upon for future generations. The Plan also introduces Bold Moves, key priority actions that will guide implementation and help shape a strong, sustainable future for Stowe. Alongside goals, policies, and action steps, these priorities create a clear and flexible roadmap for turning ideas into action over time.
